It looks like a Mexican peasant straight out of an old Hollywood western.

On a technical level, it shows the skill of a mildly talented 12-year old.

The houses in the background are flat, one dimensional, and poorly drawn (a half-step above a scribble). They seem to be perched on top of a tinsel garland from off a Christmas tree that floating behind the Mexican's head.

The compositional balance is also a bit off, with the Mexican's ear almost being cut off by the left edge of the paper, and the top of his head barely reaching above the center of the page. (Speaking of ears, they seem a bit lopsided as well.)

On the bright side, he doesn't resemble a monkey (much), so the General is showing some improvement.
