No connection could be made because the target computer actively
refused it. This usually results from trying to connect to a
service that is inactive on the foreign host�that is, one with
no server application running.

Except...Windows isn't making that connection, a Tor stack is
and it's not going to return that class of error.

Unless you were screwing around and fouled something up that is.
In which case Windows sockets, not the Tor stack will return
the error.

krautrelay accepts Tor connections.
It seems there was a mishap with the Tor config.
