I belong to a social media site that appeared to be "down" for several
days. I kept getting the "this page has been cached and is no longer
available". This is even when I make no attempt to enter ID or PW, the
entire page is inaccessible except for a few posts a few days old. IOW
you cannot even bring up the login page. I tried to bring up the login
page from several different browsers and from several different vpns and
tor and got the same result. It tried loading the login page from a
different computer, different home IP but same company. I tried from
virtual box, same result, either that error or cannot load the page. I
tried logging in after changing computer and network name, same result.
I tried from two diffent OS's windows and linux. Is there some way a
site can block you in all of these cases without you're knowing it? Now
the site is back up and I can log in, but there are NO POSTS regarding
downtime or others having trouble logging in? What gives?

It is possible. Please tell us the URL of that site. It may be a
technical problem, censorship by your country or blocked access by the
server.

I think they are blocking by ASN number to exclude an entire ISP

One way how it's done.

https://www.enjen.net/asn-blocklist/
and
https://asn.ipinfo.app/search

Paste these sample ASNs in the box one at a time: 4134, 299,
3602, 812, look at the ranges.

Depending on the equipment, you'd use the details / formats
below to set ACLs or null routes for the undesirables.

object network 3602-4-SN0
subnet 149.99.91.0 255.255.255.0
object network 3602-4-SN1

Order Deny,Allow
Deny from 149.99.91.0/24
Deny from 149.99.68.0/24
Deny from 149.99.168.0/23

ip route add blackhole 149.99.91.0/24
ip route add blackhole 149.99.68.0/24
ip route add blackhole 149.99.168.0/23
ip route add blackhole 149.99.92.0/23
ip route add blackhole 204.50.71.0/24
ip route add blackhole 149.99.0.0/16

set policy-options prefix-list 3602v4 149.99.91.0/24
set policy-options prefix-list 3602v4 149.99.68.0/24
set policy-options prefix-list 3602v4 149.99.168.0/23
set policy-options prefix-list 3602v4 149.99.92.0/23
set policy-options prefix-list 3602v4 204.50.71.0/24
set policy-options prefix-list 3602v4 149.99.0.0/16

149.99.91.0/24
149.99.68.0/24
149.99.168.0/23
149.99.92.0/23
204.50.71.0/24
149.99.0.0/16

deny 149.99.91.0/24;
deny 149.99.68.0/24;
deny 149.99.168.0/23;
deny 149.99.92.0/23;
deny 204.50.71.0/24;
deny 149.99.0.0/16;

Can use a LEGAL ASN DB and block as well.

Thanks for that reply. The site CLAIMS to be a free speech site, but
