I've been thinking about setting up a new small independant usenet that
only exists on tor as onion services. the only problem I can see is
getting inn to actually use tor. I guess you would have to make the
entire machine use tor or alias inn binaries with torsocks.

any thoughts?

I run a nntp server that syncs via tor. trw wrote a nice script that
makes it quite simple. The server you used to post is available via
tor, as is one of my rslight (nntp) servers.

These rocksolid groups (really, these nntp servers) sync via tor and/or
i2p. It would be simple to set up an nntp server inside only tor. If
you want a copy of the script just ask.

Yes, one: nice idea. Don't see the benefit of the tor restriction, but why not ?
The technical side is rather simple, as retro_guy already explained.

You can have normal Usenet server but propagate some groups only within
Tor. INN is flexible enough to allow it. Unless, of course, the point is to
make NNTP server itself anonymous. In any case, it’s quite trivial, both
serving the users and peering with other servers.
