I'm seeing the same in Orange's mail queue. 'Looks like we are
experiencing the beginnings of a flood. When that happens I dust off
these notes for dealing with rate limiters like privacy.at (austria):

===============================

# /etc/postfix/transport.regexp

/\@remailer\.privacy\.at$/ uptight:
/\@redjohn\.net$/ uptight:

# /etc/postfix/master.cf

uptight unix - - y - 1 smtp
-o syslog_name=uptight

# /etc/postfix/main.cf

# concurrency fix for remailers that employ strict rate limiting
transport_maps = regexp:/etc/postfix/transport.regexp
uptight_destination_rate_delay = 10s
uptight_destination_concurrency_limit = 1
uptight_destination_recipient_limit = 2
uptight_initial_destination_concurrency = 1

Then reload postfix.

This comment was poorly worded. It should more accurately read:

# Apply these temporary settings, when needed, to
# accommodate remailers that employ strict rate limiting

ya and sum do that.

cause performance problems for smtp servers relaying to them.
